Crucial good news stories ignored by 'change' voters

So the question has to be what happened in 2011 / early 2012 to cause the spike?

Teenage births fell steadily over the period, from 5184 in 2008 to 2466 in 2016 (15-19 year-olds). The same phenomena is happening across the western world and may have multiple causes, one being welfare reform.

But there may have been more than one grant to the same mother in a year eg she gets temporary work and then returns to benefit.
